As far as literal meaning goes, or comes, I think the answer is yes; in some or most cases; but not necessarily. “Goes” is an objective term that, at-least when used with the word “around”, either refers directly to or implies some metaphorical sense of physical motion. “Come” is subjective because whether or not something is coming, in terms of physical motion, depends on some other object or point in space. If that point in space is empty, there’s nothing to come around to; even though something went around. And, even with the discovery or hypothesis of so-called dark matter, there may, for all we know, be empty space somewhere in the universe.
As far as the popular proverb; meaning karma; goes, the answer is almost certainly not. That, I’m quite sure, is nothing more than a stupid belief people form for their own psychological satisfaction.
